Abstract

Together with the changes in working conditions all over the world, the differentdemands and needs of the employees has led changes in leadership behavior in publicsector. Nowadays, in line with the changes in the world, local authorities are expectedto behave as a leader rather than as a manager. Hence, this study aims to demonstrateleadership behaviors of local authorities at the level of district governorships in publicadministration. The district governors, actively working in all the districts of 81provinces of Turkey, are the population of this research. 524 questionnaires, sentthrough governorships were applied to all the district governors and analyzed. Theanalyses of the results indicate that there is a significant difference between theleadership styles and socio-demografic variable. Executives have stated that their behavioral characteristics are like the characteristics of transformational leaders’characteristics with a higher average when compared to other leadership styles.
